Child Care and Development Fund State Plan
The Child Care and Development Fund (CCDF) Final Rule, Part 98, Subpart A., 14-18 requires that each state develop a State Plan every two years. The Plan describes how the CCDF program will be administered for the period of October 1, 2011 – September 30, 2013. The Plan was submitted to the United States Department of Health and Human Services (USDHHS) - Administration For Children and Families (ACF) on August 1, 2011.
This year the Plan includes three distinct parts:
- Administration
- CCDF Subsidy Program Administration
- Health and Safety and Quality Improvement Activities
A draft copy of the FFY 2012-2013 State Plan can be found on the SCDSS’ website, Child Care services website, and the ABC Child Care Program’s website until approved by the ACF. If you have questions please contact Leigh W. Bolick at 803-898-7134 or leigh.bolick@dss.sc.gov.

Do Not Leave Children on Buses or in Cars
Even in cool temperatures, buses and cars can heat up to dangerous temperatures very quickly. Even with the windows cracked open, interior temperatures can rise almost 20 degrees Fahrenheit within the first 10 minutes. Anyone left inside is at risk for serious heat-related illnesses or even death. Children who are left unattended in parked buses or cars are at greatest risk for heat stroke, and possibly death. When transporting children, remember to do the following...
- Never leave infants or children in a parked bus or car, even if the windows are cracked open.
- When leaving your bus or car, check to be sure everyone is out. Do not overlook any children who have fallen asleep on the bus or in the car.
- Use a check-on method to track children as they get on the bus and a check-off method to make sure they all exit the bus.
- To remind yourself that a child is in your car, keep a stuffed animal in the car seat. When the child is buckled in, place the stuffed animal in the front with the driver.

Child Care Provider Emergency Information
If you are a child care provider, and you experience damage due to the weather,
please call DSS Child Care Services at 1-800-556-7445. Staff will provide information
about relocating children in your care to facilities that are open and have not
been damaged.

The State of South Carolina has contracted with L-1 Identity Solutions to provide electronic fingerprinting services for child care providers who
require a state (SLED) and federal (FBI) fingerprint-based criminal history background
check. Live scan digital fingerprinting provides the most accurate and quickest
way to submit and process state and federal background checks.

Include a check made payable to DSS in the amount of $8 per form.
Once the searches of the Central Registry of Child Abuse and Neglect and SLED’s
Sex Offender Registry are completed, you will be notified by mail of the results.
