SC Regulatory Process: To adopt, amend, or repeal a regulation, a state agency must
prepare all documents for publication in the South Carolina State Register according
to the standards prescribed in the SC Standards Manual For Drafting and Filing Regulations.
It contains guidelines and standards for drafting and filing regulations for General
Assembly review and for submitting documents for publication in the State Register.The
State Register is a temporary update to South Carolina's official compilation of
agency regulations--the South Carolina Code of Regulations. The State Register is
a monthly publication containing Governors Executive Orders, agency notices of general
public interest, agency notices of drafting regulations, and regulations filed pursuant
to the South Carolina Administrative Procedures Act (APA), S.C. Code Ann. Section
1-23-10, et seq. The following flowchart gives an overview of the SC Regulatory
process.
