The Out of Home Abuse and Neglect Unit (OHAN) in State Office is required to investigate allegations of child abuse and neglect in out of home settings defined by state statute as licensed foster homes, group and residential homes and institutions, and child day care facilities. (Reference SC Code of Laws Ann. Section 20-7-670 and Human Services Policy and Procedures Manual Chapter 7, Section 721)


Child Abuse And Neglect Hotlines 



  • During working hours (8:30 AM to 5:00 PM)

    Any person wanting to make a report of suspected child abuse and neglect in an out of home setting as defined above should call:
    The State Office OHAN Unit at (803) 898-7318.

  • During Non-Business Hours

    Any person wanting to report suspected report of abuse or neglect in an out of home setting should call:
    The toll-free number 1-888-722-2580.

    However, this phone number is also the Children’s Helpline telephone number and it is manned 24 hours a day. This number is on the card given to all foster children at the time they come into state’s custody and serves as a safety net for the children.
