The
Social Services Block Grant Program (SSBG) provides federal funding to states to support social services programs that help protect children and fragile adults. The money for these grants is given to each state based upon their population numbers. DSS uses the money to fund needed services, with many of them being provided through local community agencies and organizations.

social services programs, an explanation of the SSBG program, federal requirements,
a description of the state's eligibility and service delivery system, and specific
service information. Also included in this plan are the FFY-2009 Pre-Expenditure

the availability of the “FFY-2008 Social Services Block
Grant (SSBG) Pre-Expenditure Report” to the citizens of South Carolina
for review and comment. The report reflects plans of the SCDSS/State of South Carolina

Social Service Block Grant FY 2008 Pre-Expenditure Report (PDF)
The state of South Carolina is required to develop a Pre-Expenditure plan for disbursing
Social Service Block Grant (SSBG) funds and present it to the citizens of the state
for review and comment on an annual basis. The development of this plan requires
the establishment of a planning process to ensure that priority service needs of
the state are addressed. This plan is published by SCDSS and made available for
review and comment by posting on the Internet.
